ZONING BOARD OF APPEALS
MINUTES
April 10, 2003


REGULAR MEETING:        
Present: C. Csiki, R. Maloney, R. Manaskie, C. Deskus seated for R. Claus;  N. Wilson seated for D. Brown.  T. Smith recused.    

CALL TO ORDER:  Opened at 7:30 p.m.

PRE-APPLICATION:
·       File 2003-02 – Present:  All of above and Pat Wright.  Application for a special exception to operate a canine training program at VFW Hall, 16 Moose Meadow Road.  
Chairman Csiki reviewed the application with regard to regulations and concluded the commission did not have authority to grant what is requested.  He recommended that applicant consider withdrawing and addressing the issue with the PZC regarding a regulation change that would grant the ZBA the authority to consider and approve such a request per Section 13 of the Zoning Regulations.
Chairman Csiki told Ms. Wright the commission would require a written request, by both Ms. Wright and Mr. Beebe, to withdraw and the fee, less state fee of $10.00 would be returned.
Ms. Wright stated she would ask for regulation change at the 4/11/2003 PZC meeting.
·       File 2003-03 – Present:  All of above and Mike Makuch.  Application for a variance to enclose an existing structure and add a concrete floor to property at Willington Hill Fire Dept. 24 Old Farms Road.
Chairman Csiki explained the need to present hardship.
Issues discussed is square foot of lot and accessory use.
May need rear line variance.  
A site walk was requested by R. Maloney.  After discussion the site walk was scheduled for 5/1/2003 at 7:00 p.m.
Hearing was scheduled for 5/8/2003.
Motion was made to accept application by N. Wilson, seconded by R. Maloney. Vote:  All in favor.

MINUTES:        February and March minutes accepted.  Motion made by R. Maloney, seconded by N. Wilson.  Vote:  All in favor.

DISCUSSION:   Non-Conforming Uses       

ADJOURNMENT:
Motion made by R. Maloney to adjourn meeting seconded by N. Wilson.
Vote: All in favor
Meeting adjourned at 8:15 p.m.
